The Senior Manager, Regulatory Accountabilities will support the Head of Senior Managers and Certification Regime (SMCR) and Conduct with the implementation of an integrated Accountability Framework to help support strategic decision making in a simplified yet robust manner. The role holder will support in the oversight of the framework and help advise on the allocation of responsibilities between Group and its subsidiaries and Executives and Non-executives to help ensure effective connectivity and escalation.

In this role you will:
- Act as a trusted advisor to the Head of Senior Managers and Certification Regime (SMCR) and Conduct with primary responsibility for operational compliance with SMCR regulatory requirements, while providing technical guidance and oversight of associated regulatory artefacts.
- The individual will oversee the day-to-day compliance by all relevant UK entities (and associated personnel), notably HSBC Holdings plc, HSBC Bank UK plc and HSBC Bank plc, with the SMCR and applicable conduct rules to help ensure that all relevant regulatory requirements are adhered to . The role holder will be responsible for the oversight, review and assessment of management information prepared by the Remuneration Governance and Regulatory Accountabilities (RGRA) Global Service Centre (GSC) related to areas of SMCR and Conduct that fall within their remit. The role holder will be granted authority to approve information sharing with key regulators and senior management as required.
- Support the Head of SMCR and Conduct and Regulatory Accountabilities People, Education and Development Head with the development of training programmes on the SMCR, Conduct Rules and provision of guidance on associated topics including Senior Manager training and delegate training modules. The role holder will maintain service level agreements and minimum regulatory standards in the completion of assigned responsibilities and tasks, escalating areas of potential non-compliance in a timely, open, and transparent manner.
- Periodically review and assess delivery mechanism(s), systems, protocol(s) and underlying processes and controls in the spirit of continuous improvement. The role holder will also support the Head of SMCR and Conduct review and develop associated guidance and templates for key artefacts/evidence for regulatory documents, including statements of responsibility and Reasonable Steps. Support the Head of SMCR and Conduct in providing strategic and practical advice to Senior Managers on regulatory matters concerning organizational changes such as corporate restructuring including merger and acquisition activity. In doing so, the role holder will help provide guidance and protocols in relation to regulatory arrangements, responsibilities and help ensure accurate documentation utilising digital capabilities, where possible.
- Support the Head of SMCR and Conduct and the Global Head of Global Head of Remuneration Governance and Regulatory Accountabilities (RGRA) with external stakeholder engagement - specifically the PRA and FCA - working closely with Regulatory Compliance among other internal stakeholders, to align messaging and manage responses to SMCR and Conduct related matters. Undertake research as directed from time-to-time to help facilitate informed organisational decision-making through analysing and interpreting qualitative and quantitative data and evaluating industry trends. The role holder will approach research in collaborative manner which will help develop comprehensive reports and presentations that outline research findings and recommendations.
Requirements
To be successful in this role you should meet the following requirements:
- The ideal candidate will have a relevant years’ of experience (either within industry or regulatory). Degree level education ideally in a legal or financial related discipline.
- Demonstrate strong regulatory / legal expertise with practical advice skills.
- Strong understanding of legal entity governance obligations. Proven leadership, people management and communication skills.
- Proven ability to develop and maintain strong relationships at a senior leadership level.
- Excellent analysis, design and problem-solving skills.
