Description:

The Programme Office Analyst is a member of the Service Delivery Programme Office that provides value-add services and governance ensuring the overall integrated plan can be delivered successfully. The programme office analyst role assignment includes a range of activities, including programme and project quality conformance, dependency mapping, risk and issue identification and management, programme and project governance, reporting and change management.

What you'll be doing:

The Programme Office Analyst will be assigned to support one or more programme office services across the following domains:
(1) Programme Management Office:

Lead on the provision of internal quality controls that ensure effective management of RAID, Schedules, Planning, Gates, Change and Escalations across programmes and projects.
Provide expertise and guidance to ensure adoption and consistent alignment to DCC delivery standards, processes, tools and templates.
Support programme leadership with execution of processes to ensure quality, completeness and accuracy of reporting. Tracking quality improvement actions and driving accountability into the right areas for resolution.
Driving the maintenance of a ‘single version of the truth’ repository for programmes and projects – in line with information management standards for document version and baseline control.
Lead on aspects of the development, implementation and improvement of programme governance regime and processes - ensuring effective project controls are in place for successful programme / project delivery.
Lead on aspects of training and capability development for programmes and projects and coaching, mentoring where required.
Lead on other activities and tasks as service delivery business need dictates, where appropriate.


(2) Delivery Planning, Contention & Risk:

Operate and improve processes and tooling that enable effective management of the integrated delivery plan, including reporting.
Undertake detailed analysis of programme and project risk schedules to identify and track cross-programme and portfolio level impacting risks.
Undertake detailed analysis to identify and track cross-programme and delivery contention – supporting activity that drives prioritisation and decision making.
Facilitate the Project Change Request (PCR) process, ensuring submission quality, tracking progress of impact assessment activity and actions.


(3) Knowledge, Information Management & Reporting:

Support the definition, implementation and operation of Information Management and configuration processes, ensuring consistent adoption and adherence across all programmes and projects and baseline documentation controls are effective.
Maintain the ‘single version of truth’ for the service delivery portfolio, ensuring quality and consistency of programme inventory information is maintained and kept up to date across DCC domains and systems.
Operate programme performance reporting to identify and monitor delivery performance indicators, develop performance insight and identify and implement lessons learned.
Support, maintain and continuous improve the Service Delivery Knowledge Centre – through the curation and creation of quality guidance and training materials from across professional services and other DCC functions where appropriate, ensuring quality and consistency of materials.
Facilitating the capture and consistent usage of programme and project lessons learned, ensuring actions to improve are embedded.
Support knowledge sharing, training preparation and training rollout across service delivery and wider DCC change community as appropriate.
Collaborate across the DCC change community and other stakeholders to identify and improve ways of working, tools and frameworks.
Live the DCC values in all day-to-day activities.


What we're looking for:

3 + years experience of working in complex, fast paced, Portfolio or Programme Office environments with strong working knowledge of best practice risk and issue management, project governance, planning, reporting and change control disciplines.
Broad experience of working in technology centric programme and project-based environments utilising recognised PP, methodologies to plan and drive execution, manage risks and issues, and adhere to controls.
Attention to detail and an analytical ability – able to identify trends and help shape and propose solutions to problems and appropriately prioritise activities.
Proficient use of MS applications including Project, Excel, Word, PowerPoint and Visio.
Data analysis and dashboard presentation skills – e.g. Power BI, advanced Excel.
Experience in the Energy or Telco sector.
Knowledge and experience of the software delivery lifecycle.
Industry recognised certification (e.g. APM, PMO, P3O, MoP, Prince
