Description:
The City of Birmingham is seeking a Principal Housing Rehabilitation Specialist to manage and oversee housing assistance programs, ensuring compliance with Federal HUD guidelines. The role requires expertise in housing rehabilitation loan programs, commercial rehabilitation incentive programs, and compliance monitoring.
This position will play a key role in conducting on-site inspections, reviewing applications, ensuring fund dispersal compliance, and interacting with property owners, tenants, landlords, and agencies regarding housing codes and program requirements. Supervisory duties include directing staff, monitoring progress, and overseeing compliance with federal and state housing policies.
This position requires adherence to professional and regulatory standards, with general direction provided as needed.
Core Responsibilities:
- Manage housing assistance programs, ensuring compliance with housing and development codes.
- Conduct site inspections for rehabilitation projects, ensuring adherence to federal guidelines.
- Oversee rehabilitation loan and commercial rehabilitation incentive programs.
- Ensure fund dispersal compliance and conduct investigations to prevent misuse of funds.
- Review applications and documentation to assess eligibility for housing rehabilitation programs.
- Supervise and mentor subordinate staff, assigning responsibilities and monitoring progress.
- Conduct HUD-mandated environmental reviews for CDBG-funded projects.
- Develop bid proposals for construction-related projects, ensuring compliance with State of Alabama procurement laws.
- Perform condemnation and demolition inspections, ensuring code compliance.
- Prepare reports for supervisors and government agencies on funding status and grant activities.
Minimum Qualifications:
- Valid Driver’s License.
- Experience in housing rehabilitation and federal grant programs (HUD & CDBG).
- Experience conducting HUD-mandated environmental reviews for CDBG-funded projects.
- Proficiency in construction-related bid preparation and state procurement compliance.
- Experience supervising personnel and managing rehabilitation projects.
Preferred Qualifications:
- Bachelor’s Degree in Business Administration, Public Administration, Building Sciences, or a related field.
Work Environment & Physical Demands:
- Work occurs both indoors (office setting) and outdoors (field inspections, construction sites, residential properties, commercial buildings, etc.).
- Regular use of hand tools (e.g., hammers, screwdrivers, voltage meters, tape measures, ladders).
- Exposure to extreme temperatures and weather conditions during field inspections.
- Light physical activity with occasional lifting of objects up to 75 lbs.
