Principal Highways Improvement Engineer

National Highways are looking for an experienced Principal Engineer to join our Highways Improvements Team in the Southwest. The successful candidate will have an excellent opportunity to work in a multi-disciplinary role where they will lead on improvement schemes and initiatives that will directly affect those who use and live alongside the Strategic Road Network (SRN).

 

Using your expert engineering knowledge and experience in developing highway infrastructure improvement schemes, you will develop solutions to address identified need on the road network. You will use your strong technical knowledge to develop business cases and designs that improve customers journey times, reliability, safety, facilities and reduce severance etc.

 

As the South West technical lead for improvement schemes, you will work collaboratively with both internal and external partners and stakeholders. This will include working with local and national teams within National Highways, our supply chain, local authorities and customers. You will also interface with our Safety, Engineer and Standards (SES) colleagues to ensure compliance with our technical standards and scheme approval governance.

 

This role shall provide an excellent opportunity to apply your expert civil engineering knowledge, skills and significant experience to your specific discipline in highway infrastructure engineering.

 

You will also be working with a team of expert Asset engineers managing Renewals programmes so you will also need to adapt or combined your proposals with other works that are being carried out on the SRN.

 

What you’ll be leading on

  • Identifying and prioritising improvement needs (such as Severance, Congestion, Safety issues), undertaking studies, optioneering and preliminary designs, including compiling relevant documents, evidence and options for economic appraisal, taking into account standards, policies, strategies, industry innovations, delivery feasibility and cost.
  • Developing a 5 year and beyond prioritised programme for identified schemes ensuing problems are risk assessed.
  • You will use framework design and contractors services to support the development and delivery schemes. You will instruct suppliers though the development of task briefs and following our governance processes.
  • Developing improvement schemes though our governance processes for, evidencing benefit and value for money to successfully secure funding for each stage of delivery.
  • Collaboration with internal and external stakeholders, partners, including our supply chain and customers, looking for opportunities for efficiencies, working closely with stakeholders to implement ideas.
  • Supporting internal teams technically including leading on responses to public queries, third party applications and planning applications.

 

To be successful

  • Chartered or Incorporated Engineer and/or with extensive experience, or equivalent. Hold a degree in relevant discipline, HND, or HNC with relevant experience, or equivalent experience.
  • Expert knowledge in the application of Highways/Civil engineering design standards, ideally much of that experience will be in the use of Design Manual for Roads and Bridges (DMRB) standards, their application on the highways network and CDM 2015
  • Proven experience in the delivery of infrastructure schemes including their design, construction, and delivery. You will understand the design and delivery life cycle from identification of an issue to the delivery of the solution.
  • You will have experience in highway improvement decision making, prioritisation and governance (capital investment, lifecycle costs, value optimisation, benefit analysis, social, transport & economic knowledge).
  • You will have extensive experience in collaborating with internal and external stakeholders at all levels
