The National Crime Agency sits at the heart of the law enforcement response, protecting the public by disrupting and bringing to justice those serious and organised criminals who pose the highest risk to the UK.

 

 

Digital, data and technology is at the heart of everything we do within the NCA, from operations to the back-office, enabling the agency to lead the UK’s fight against serious and organised crime. The pace of change within the digital and tech world means we need to be agile and innovative in how we respond to threats while exploiting the opportunities this presents. The Digital Data and Technology (DDaT) Directorate is responsible for creating a cutting-edge technology and information environment that connects, empowers and enhances our officers’ crime fighting capabilities.

 

 

Transformation in the NCA is at an unprecedented level. We are building new platforms at every classification; rehousing our data; modernising all critical applications; delivering a key estate shift and revising our ways of working. At the same time, we are building capacity on behalf of the wider Serious and Organised Crime system. As a Deputy Director of Transformation you will play a key role in both shaping the strategic direction of business change in the NCA, as well as leading programmes that form critical pillars of delivery. You will look across the NCA’s transformation portfolio as a whole, and have the opportunity to create a lasting legacy for the vast transformation up ahead.

 

Responsibilities will include:

 

  • providing strategic oversight of change management within the NCA; assuring cohesion across projects and programmes and driving a clear and coordinated narrative of engagement with the NCA and its partners as appropriate
  • carrying out the role of Deputy SRO for key delivery programmes as they sit within the remit of the wider Transformation Directorate including appropriate governance oversight and benefits realisation;
  • leading the development of a change profession within the NCA as Head of Profession PPM; working with colleagues to create a clear career pathway for change professionals that nurtures and retains resource developed under a robust and dynamic coaching programme;
  • overseeing the delivery of direct business change resource to projects and programmes both within the Directorate and across the NCA; reviewing how business change resonates with the organisation at all levels; and to assure flexibility in line with wider NCA strategic and operational objectives;
  • providing strategic oversight of programme delivery methodology; driving increased adoption of agile methods; assuring business change is embedded as a profession across the full life cycle of projects and programmes; and to oversee the move towards a leaner approach to project and programme governance and controls;
  • delivering a stronger alignment of projects and programmes; testing dependency mapping; addressing common barriers to delivery particularly in relation to resource and financial barriers; reducing duplication of effort and driving a culture of cross-programme working where appropriate.
  • Accountability for an annual delivery budget c £40M.
