Description:
The role holder is responsible for the effective delivery of DBS Estates, Infrastructure, Physical Security and Safety, Health & Environmental Protection functions at 4 core sites in the Southwest region. They will achieve this through leadership of site-based Estates teams consisting of 10 staff based across 4 core DBS locations. The role holder is also responsible for the effective coordination and implementation of the DBS Infrastructure Management Plan which consists of programme, and finance planning, management and delivery. They will have knowledge and experience in some or all of the role responsibilities, and confidence in communicating at all levels of management internally and externally.
Although the role’s duty station is DBS ABWN, Bristol, the holder will be required to travel in the SW region approximately once per month.
The DBS FCS Estates Regional Manager South will be responsible for:
- Tactical & Operational planning for the DBS Estates in the South, including BAU and organisational change.
- Working collaboratively with Defence Infrastructure Organisation (DIO) and Industry Partners to deliver efficient and effective hard and soft facilities management services across the DBS built Estate.
- Support the operational requirements for the Estates team by ensuring the scrutiny of all requirements ensuring value for money and within control totals. Acting as focal point with delegated authority for Estates procurements through the Contracting, Purchasing and Finance (CP&F) system.
- Site Business Continuity Plan ownership and active participation in incidents / exercises as a key stakeholder.
- Senior Estates lead and DBS Head of Establishment support at large DBS Abbeywood North site housing a variety of Defence lodger organisations, contractors and DBS by providing managed Estates and FM services to support operational capability.
- Ensure the delivery and continuous improvement of all DBS Estate processes including flexible resourcing across DBS sites to ensure services excellence and to support operational capability.
- All Statutory, mandatory, and other assurance reporting relating to Estates functions in the Southwest region including HS&EP, and Physical Security.
- Physical Security, ensuring the Estate and supporting contracts operate within the appropriate frameworks set out in Defence policy.
- Working collaboratively with DBS FCS Estates Regional Manager (North) and the Estates senior leadership team to support coherence across national operations.
Centralised national responsibility to support AH for:
- Effective coordination and implementation of the DBS Infrastructure Management Plan which consists of programme and financial planning, and management / delivery of the Command Infrastructure Delivery Plan (CIDP) programme of work.
- Work collaboratively with internal and external finance teams to plan and secure funding within the Annual Budget Cycle process for the DBS Infrastructure budget to support delivery of the CIDP and Infrastructure Management Plan.
- Monitor and challenge delivery performance through the agreed infrastructure Governance arrangements, promulgating or escalating issues/actions as appropriate.
- Membership of appropriate Infrastructure governance, planning, delivery, performance, and finance committees and working groups.
- Undertake any other duties within the terms and conditions appropriate to the grade and role as directed by the Line Manager.

The successful candidate must be able to demonstrate their experience and skills against the following criteria:
- Excellent leadership skills with an ability to set clear direction, that motivates and empowers others to work towards a common goal.
- Experience in making effective decisions and recommendations using evidence-based approaches and knowledge to provide accurate, expert and professional advice to a variety of stakeholders including seniors.
- Experience of stakeholder management with evidence of building credible and respected relationships at a variety of levels. You must also demonstrate your effective communication and influencing skills with a range of internal and external stakeholders.
- Experience in budget and programme management and delivery.
- Evidence of operating in an environment that attracts significant stakeholder interest, a high customer focus and an ability to successfully collaborate at all levels internal and external to the Estates team.
