Client Manager

 

Description:

We are recruiting for a Interim Client manager to join a Local Authority to delivering transformative changes in the realm of Property repairs and assets.

Key Responsibilities
 

  • Technical Expertise: Lead the provision of accurate and timely professional technical advice and direction, with a specific focus on building safety in council homes. Your insights will play a critical role in shaping investment decisions.
  • Decision Informant: Act as a pivotal figure in informing decisions regarding repairs, maintenance services, and investment strategies through the Unitas Framework. This includes considerations of affordability and value for money.
  • Governance Leadership: Take the lead in governing Unitas effectively, ensuring compliance with governance arrangements, financial oversight, client risk management, and adherence to governing documents and policies.
  • Audit and Validation: Oversee the auditing and validation of work, both through desktop analysis and site visits, delivered by Unitas. Ensure compliance with asset standards, particularly in relation to safety concerns such as fire, gas, electrical, water, asbestos, carbon monoxide, and solid fuel safety.
     

Essential Experience
 

  • Demonstrable success in the repairs and assets related service area.
  • Excellent knowledge and understanding of building health and safety compliance and construction, design and maintenance (CDM) regulations and legislative requirements.
  • Good level of technical knowledge and expertise in relation to all aspects of repairs and maintenance and building technologies as they pertain to housing.
  • Detailed understanding of the regulatory frameworks for council housing.
  • Detailed understanding of all aspects of procurement, contract management and project management.
  • Proven experience in managing the implementation of sustainable, transformative changes in service delivery, including staff motivation and management during periods of change.
  • Track record of operating in a performance-driven environment with a commitment to delivering results.
  • Successful procurement and management of complex, high-value contracts, and management of large, complex projects.
